The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services announces the availability of funds for State Mental Health Data Infrastructure Grants Supplement: The Mental Health and Stigma Module (short title: State DIG Supplement) to expand/enhance grant activities funded under the State Mental Health Data Infrastructure Grants for Quality Improvement (State DIG, SM-04-005).

The purpose of these program supplements is to coordinate and provide additional data analyses for the implementation of a Mental Health and Stigma Module in the Behavioral Risk Factor Surveillance System (BRFSS). The result of this work will support the development of prevalence estimates in the States on serious psychological distress and relationships to behavioral risk factors and chronic disease. In addition to the area of serious psychological distress, two questions in the module address prevalence of stigma. The Mental Health Data Infrastructure grant program presently includes the goal of State prevalence estimates and need for mental health services within the Uniform Reporting System data collection effort.
Funds awarded under the State DIG Supplement will be used to conduct the following activities:

Coordinate and collaborate with the Pubic Health Agency to identify specific data sets appropriate to the project goals;
Provide additional unique data analyses in the State Mental Health Agency to augment the data set used by all previous and current DIG supplement grantees; and
Develop communication strategies with the Public Health Agency to foster effective use of the information resulting from the project to assist the State in strengthening mental health programs.

State DIG Supplemental grants are authorized under Sections 1971 of the Public Service Act (42 U.S.C.300y) and 520A of the Public Health Service Act, as amended. This announcement addresses Healthy People 2010 focus area 18 (Mental Health).

Eligibility

Eligibility for this funding opportunity is limited to the organizations specified in the cover letter sent to eligible applicants. Eligibility is being limited because approximately 50% of the FY 2005 funding level is to be made available for the DIG supplements in FY 2006. In order to maximize the possible number of recipients and continue to achieve as many identified project goals as possible, SAMHSA and CDC have chosen to limit the eligibility to those existing DIG applicants that have shown the ability to effectively partner in the DIG environment and have appropriate existing data sets available for this detailed secondary analysis. Project Officers in SAMHSA and CDC collaboratively developed the selection criteria, including existing collaborative relationships, appropriate data sets, geographic distribution, size of population, and sufficient population diversity. This strategy identified 35 states for potential funding.

Award Information

It is expected that $390,000 will be available to fund up to 35 State DIG Supplement awards in FY 2006. Awards will be approximately $11,000 in total costs (includes both direct and indirect costs).
Proposed budgets cannot exceed $11,000 for this one-year project.
Cost sharing: A 100% matching budget for the requested amount is required by statute. Applications must include a budget justification supporting this match.

Awards will be made as grants.
