Targeted Capacity Expansion Program for Substance Abuse Treatment and HIV/AIDS Services (Short Title: TCE/HIV)

Key Dates:

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment is accepting applications for Fiscal Year 2006 funds for grants to enhance and expand substance abuse treatment and/or outreach and pretreatment services in conjunction with HIV/AIDS services in African American, Latino/Hispanic, and/or other racial or ethnic communities highly affected by the twin epidemics of substance abuse and HIV/AIDS.

The latest reported AIDS rates (CDC HIV/AIDS Surveillance Report, 2004, Vol. 16) are higher among African Americans and Hispanic/Latinos than other population groups in the United States. A special report prepared for SAMHSA revealed that in all 50 States, Puerto Rico and the District of Columbia, AIDS rates surpass 20 per 100,000 for minorities (combined rate for non-Hispanic Black, Hispanic, Asian/Pacific Islander and American Indian/Alaska Native adults and adolescents). In addition, the minority AIDS rate is also greater than 20 per 100,000 in all 51 Eligible Metropolitan Areas (Ryan White Title I grantees). Therefore, funding will be directed to activities designed to improve the delivery of services to racial and ethnic minority populations disproportionately impacted by HIV/AIDS in all 50 States, Puerto Rico, the District of Columbia, including the 51 Eligible Metropolitan Areas identified as Ryan White Title I eligible.

SAMHSA/CSAT encourages applications from organizations that serve racial and ethnic minorities disproportionately impacted by the HIV/AIDS epidemic (i.e., African Americans, Hispanic/Latinos and other racial/ethnic minorities), based on the most recent estimated living AIDS cases, HIV infections and AIDS mortality among racial and ethnic minorities as reported by CDC.

SAMHSA/CSAT encourages applications from organizations whose board of directors, key staff and management have demonstrated experience serving minority communities and documented linkages to those populations. They should also be situated in close geographic proximity to the targeted populations.

SAMHSA/CSAT encourages applications from substance abuse treatment programs and HIV/AIDS service organizations that have a proven record of reaching and serving hardcore, chronic drug users and their sex/needle-sharing partner(s) and facilitating their entry into substance abuse treatment, and who also demonstrate their success in referral, engagement and retention beyond substance abuse treatment.

SAMHSA/CSAT is interested in applications submitted by organizations that have demonstrated ties to grassroots/community-based organizations that are deeply rooted in the culture of the targeted community.

Targeted Capacity Expansion Program for Substance Abuse Treatment and HIV/AIDS Services (TCE/HIV) grants are authorized under Section 509 of the Public Health Service Act, as amended. This announcement addresses Healthy People 2010 focus area 26 (Substance Abuse).

Eligibility

Eligible applicants are domestic public and private nonprofit entities. For example, State and local governments; federally recognized tribes; State recognized tribes, urban Indian organizations (as defined in P.L. 94-437, as amended); public or private universities and colleges; community- and faith-based organizations; and tribal organizations may apply. The statutory authority for this program prohibits grants to for-profit organizations.

Award Information

It is expected that up to $5.3 million will be available to fund up to 10-12 awards in FY 2006. Annual awards are expected to be $500,000 per year in total costs (direct and indirect) for up to 5 years. Applicants proposing only to enhance and/or expand outreach and pre-treatment services may request not more than $400,000 in total costs (direct and indirect) per year for up to 5 years.

Proposed budgets cannot exceed $500,000 ($400,000 for outreach and pretreatment services only) in any year of the proposed project. Annual continuation awards will depend on the availability of funds, grantee progress in meeting project goals and objectives, and timely submission of required data and reports.

Cost sharing is not required in this program, and applications will not be screened out on the basis of cost sharing.
