Under the authority of Section 506 of the Public Health Service Act, as amended, the Substance Abuse and Mental Health Services Administration (SAMHSA) announces the availability of funds to expand/enhance grant activities funded under the Development of Comprehensive Drug/Alcohol and Mental Health Treatment Systems for Persons Who are Homeless grant announcement. The purpose of this program supplement is to enable current grantees to expand and strengthen their treatment services for chronically homeless persons with substance abuse disorders, mental illnesses, or co-occurring substance abuse disorders and mental illnesses. The purpose of the Treatment for Homeless grant supplements is to link treatment services with housing programs and other needed services (e.g., primary care, employment, veterans). For the purposes of this grant announcement, “chronically homeless” persons are defined as unaccompanied homeless individuals with a disabling condition who have either been continuously homeless for a year or more or have had at least four (4) episodes of homelessness in the past three (3) years. People who experience chronic homelessness tend to have disabling mental health and substance abuse conditions. Recent estimates suggest that at least 40 percent have substance abuse disorders and 20 percent have serious mental illnesses. Often individuals have more than one of these conditions. An estimated 50 percent of adults with serious mental illnesses who are homeless also have a co-occurring substance abuse disorder. Among veterans who are homeless, one-third to nearly one-half experience co-occurring mental and addictive disorders. These problems not only contribute to persons’ risk for becoming homeless, but also to the difficulty they experience exiting homelessness. People who experience chronic homelessness require a broad range of services and supports that are coordinated with each other and linked to permanent housing. SAMHSA has identified evidenced-based and promising practices that are effective in preventing and ending homelessness among people with serious mental illnesses and substance abuse disorders. These include: outreach and engagement, housing with appropriate supports, multidisciplinary treatment teams/intensive case management, integrated treatment for co-occurring disorders, motivational interventions, modified therapeutic communities, and self-help programs. Grantees who receive these supplemental awards must use the funds to add, expand, or enhance their services component to ensure that individuals experiencing chronic homeless receive mental health and substance abuse treatment, as well as the additional comprehensive array of services that they may need to achieve the highest level of recovery possible. At a minimum the funds awarded must be used to conduct the following activities: mental health and substance abuse treatment, linkage to housing and housing support services, case management activities, and other recovery-oriented services to be defined by the applicant. Applicants must show that the proposed services and practices are appropriate for a chronically homeless population. Treatment for Homeless Supplement grants are authorized under Section 506 of the Public Health Service Act, as amended. This announcement addresses Healthy People 2010 focus areas 18 (Mental Health) and 26 (Substance Abuse). |
